Wrestling with poor-quality research / journals 

Stumbled across article which sounds out in some detail what I think I'm observing empirically

However... article itself and journal seems be of low quality (Authors are all chinese, notable english errors in the text itself, journal itself is somewhat misleadingly titled) and it is entirely theoretical in nature

Question on my part is... how do I play with it in context of my writing? My current thought is to mention as possible explanation only

Looking into the Canadian Academy of Oriental and Occidental Culture... I don't seem to find any solid Canadian roots

No submission costs / author fees... and content is stated to be published under CC BY 4.0...

So how are they funding themselves? Confused in how they're acting predatory exactly.
