One of the absolutely worst features of many web-based FLOSS stuff is that it tries to guess your preferred language from browser tags and apply really awfully horribly localised versions.
@albin I'd prefer websites do this rather than guessing based on, say, IP address. But do allow users to correct these settings...
Keep in mind that the languages browsers request from servers are the same language the OS is currently being localized into. If they don't speak that they may struggle to use their computer.
@alcinnz I usually end up in weird hybrids, because I want to use localised time, currency, etc, but not localised language, and web pages seems to confuse the two.
