A lot of people won't accept a follow request, or might (soft-)block you if your profile doesn't have an avatar/header/bio/any posts at all
This isn't personal
It's just a learned response that is protective against spammy follow-bots
If you give us something to go on, you may find that people get much friendlier! :)

This is also true in a different sense for non-locked accounts. If someone follows me, I look at their profile to see if I'm interested in following back.
I'm sure I've missed following cool people because they hadn't put up their profile or introductory posts yet when I looked.
@bgcarlisle my follows are closed just so i can give a user a once over to make sure they aren’t going to come and be rude to me, most people who req a follow will get through (though it depends how im feeling when i look at it, unfortinatley)
