As I see it, this basically summarizes the criteria of for data repositories into a nice catch phrase. The criteria are not as well defined as for , potentially because that's already part of CTS.

@bgcarlisle I used to be really insistent on OA publishing (if you look at my CV, you'll see the pattern). But when they switched to charging it for it, I was like... cui bono? That money's not going to reviewers. Arguably the benefit is to the public, but we can just post articles online anyway, so... what's the money for?

In my view, libraries should become publishers of journals. Like ADA at the U of Oregon.
